Auto Insurance Claims: Total Loss Accident in CA, rental car reimbursement

My car was totaled after a driver attempted to pass me on a wet road and loss control.  CHP report states that he was totally at fault in violation of driving too fast for conditions.  I do have full coverage, but I do not have rental car coverage.  I have a second car, but if is not economical to drive.  A rental  a car cost $250 a week.  Should the other insurance company (Farmers)pay for the rental bill or do I?  I have attempted to talk to Farmers, but they have not returned my calls in over a week.  Can I also just charge them for the time I have been without my car while driving my second car?  Thank you
