Auto Insurance Claims: problem settling claim, ford e350, national guardsman

I was rear-ended June 10th by a Ford E350 with government license plates.  The driver is a National Guardsman.  The police report states he was at fault.  When I finally found the GSA phone number, they will not answer me (recorded message).  I was reffered to another number, and they are not returing my calls.  GSA government fleet management # is .  Jamili Lyons is supposedly in charge.  What can I do form here?  Thanks for being there for folk like us.

Hi Alexander,
You need to immediately report this accident to your own company
if you haven't already done so.  If you carry collision and the
damage exceeds your deductible I recommend that you have your own
company repair your vehicle and then do all the necessary leg
work to recover damages from the government.

Otherwise you will need to keep calling the national guard
location (which is usually only staffed on the week-end) and
various GSA offices until you find someone willing to help you.

You can purchase a copy of the police report and that will
show the name an address of the Guardsman who was driving.
By making a phone call directly to him you may be able to
learn the name and number of who you need to contact.  He
would have had to make an accident report with his Guard
Unit or other authorized party.
