Answer
Insurance companies normally write their own estimates.  Smaller companies who do not have any employees in the area will go with the lowest of 3 estimates from body shops.  This is normal.  They still need to return the car to you in pre-loss condition with regard to appearance, functionality, and safety.  It is also common for shops to increase their initial estimate as they work on the car and find additional damage.  If this happens, the shop will simply tell the insurance company, who will pay extra.

Do not sign a release until you are satisfied with the repairs.
