Auto Insurance Claims: Rear ended while stopped to turn left, person who rearended my son in law insurance company refuses to pay, police the police, collision insurance

My son in law was stopped to make a left hand turn on a 2 lane highway.  He had his blinker on waiting for oncoming traffic to quit coming before making his turn.  A car rear ended his truck at such a speed causing the bumper/trailer hitch to be bent totally under the truck and the impact was so hard that it broke out the rear window and caused the steering column to break apart and also the dash and glove box to break apart.  He was not injured, but the other car and it's 3 passengers were, plus the impact was so hard that the car caught on fire.  My son in law assisted the people out of their car and helped put the fire out before the emergency people could arrive.  Now their insurance company is saying that the driver of the car said that my son in law had do break lights on his truck.  His break lights were working prior to the accident, but now are not due to the accident.  The entire frame of the truck is bent.  Plus my son in law only had collision insurance on his truck thus his insurance company, Farm Bureau said that they can not assist him in any way because he was not carrying full coverage on his truck.  What can we do?

Hopefully, your son in law called the police. The police report would be helpful. Your son ion lay needs toget the vehicle to a body shop. Asl the body shop to simply test the rear wiring to see if the break lights and the rear blinker would have been working. Have them put testing information in writing. Pictures would also be helpful. Then you can approach the insurance  company again with this information. If they sytill will not accept liability, your son in law will have to file a law suit against the other driver and let a judge decide who was at fault.
