I don't understand the question. As for legality, it totally depends on the state, but my personal opinion (not a lawyer or insurnce salesperson), most lien holders to my knowledge want their interest protected and it is common to require comprehensive and collision, because that protects their interests of the property there is a lien on.

As for liability, I suppose they may be concerned that the vehicle they have a lien on would be in an accident and somehow the lien holder being named as a party in a law suit. These days, lawyers sue for everything and link who ever they can.

Your question requires to be more specific and probably ask a lawyer when it comes to statutes.
