I was injuried in an auto accident in July 2008 by another party who has accepted liability.  I am out about $15,000 in loss earnings.  The other insurance carrier will not pay me anything towards this until I make a full and final settlement.  Can they do this?

Yes. The other persons insurance company will not pay any portions of your claim as they come up.
