Auto Insurance Claims: collisoin work, 2007 toyota corolla, wheel bearing

Hi Bennie,
I previously asked questions pertaining to accepting what they are doing to my car.  For a refresher it's a 2007 Toyota corolla with 18000 miles on it.  It was hit in the rear door area and the wheel was broken off.  They said they would use recycled parts and bump out the sheetmetal.  Your response was that due to the newness of my car they should use new parts.  The accident was the other persons fault and it states this in the police report.  It is the other persons insurance company, Direct, that I am dealing with.
After your response I told the body shop that I wouldn't accept used parts and need a new quarter panel.  They got back with the adjuster and said they got approval.  I didn't authorize anything.  Yesterday I stopped by to see how they were doing and seen my car in the shop.  They bumped out and welded in the quarter panel.  They also replaced the wheel parts with used parts.  They said the insurance co. wouldn't agree to new parts.  They, the body shop gave me a copy of a new adjustment letter from the insurance co. showing me that they said to use used parts.
After I got home I seen also on the new statement that the also agreed to replace the whole quarter panel using a remanufactured piece.
According to the date of the new adjustment, the body shop already cut, welded, and bondo the panel.  They also already had the used wheel bearing parts installed.
It looks to me like the body shop jumped the gun and now I don't trust them.  The car is going in for paint tomorrow.
I have a friend who has a reputable auto repair shop that will inspect the work, does he have to do it at the body shop?  Can we take it out on the road to check it?  
I also went to the Toyota dealer and they said used parts will void my warranty.
Question is seeing as how the body shop has already done the work, I didn't authorize it, do I have to accept this?  I am in Frankfort Kentucky.  If not what is my next step?

You need to file a complaint with the Department of Insurance to learn if you have the right to reject repairs after the adjuster promised to use new parts and then changed his mind and repairs were started before you had knowledge of the change in plans to repair your car with used parts.  The Commissioner of Insurance should also be made aware that for some of the repairs they are using parts that will void your warranty.
If your state has a very 'strong' insurance commissioner, the situation will be resolved in your favor in a very short time.
You and your friend can go and look at your car at the location of repair, but if it is taken out for a test drive that will be considered acceptance of the repaired car.
Since you also made a report to your own company, you should contact that adjuster for advice.  The more people we have helping you, the better the odds are of getting a quick resolution to the problem.
Please write me a follow up once you have dealt with the Department of Insurance.
