Auto Insurance Claims: Statue of limitations/auto damage claim, insurance code, insurance adjuster

When exactly does this 3 year statute of limitations begin?

Is it the date of accident?
Is it the date of claim?
Is it the date the insurance adjuster offers something in writing..ie settlement offer...requesting your signature as acceptance?

I was not aware of this 3 year statute. The adjuster gave me a written offer to fix the damage to my car... however when I took the car into the body shop...the estimate came out to double what the adjuster had offered me. I had intended on getting additional work on the car and wanted to have it done at the same time....   so I put the adjuster's offer and his paperwork on hold. I did not sign his paperwork or cash in his adjustment offer.  So...of course now that I want to get this work done, I am informed that he can't do anything now because of the 3 year statue.  Why wouldn't this statue still be open...if I have not accepted his offer with my signature or cashed his check???

I reccomend you call the insurance company and ask them to send you in writing what is in the policy, adjustment offer or insurance law that dictates this.
