Auto Insurance Claims: subrogation claim, subrogation claim, accident occured

I was in an at-fault motorcycle accident back in June on the parking lot at my job.  I was also uninsured.  The other driver and I agreed to settle between us as long as I paid to have damages to his truck repaired, which I did.  It cost about $500.00.  There was an injury to a passerby whom I knocked down as I flew off of my bike.  I asked him if he was ok, he said he was fine and walked away.  I found out about a month later that the injured person went to the company clinic complaining of pain to his, um, butt.  There was a police report filed by the company whose property the accident occured on, but this was never reported to the DMV because from my understanding accidents do not need to be reported unless damages exceed more than $750.00 or there was bodily injury (like I said, I didn't find out about the injury until later, but didn't think to report it at that time).

Ok, fast forward six months later.  I receive a letter from an agency called Allied Interstate claiming they are collecting $340.00 for a subrogation claim on behalf of Zurich insurance (the property's insurance company).  The agent at AI refused to give us any information stating privacy rights.  But I don't know what they want me to pay for.  I am assuming they are collecting for the passerby whom I hit when I fell off my bike, but I don't know for sure because they refuse to give me any information.  I am not trying to avoid this debt. If it is valid, I will pay it, but aren't they required to give me some information of what I am being asked to pay.  Also, they threatened to report this accident to the DMV if I do not pay, can they do this, whether I pay or not?

I just need to know what my rights are in this matter.  Any information you can give would be greatly appreciated. Oh, and I live in California, Los Angeles County.

It does not suprise me that they are asking you to pay the bill, but something sounds a little bit fishy to me too.  
It seems they would be able to at least give you information as to the date of the injury and if it includes more than just medical bills etc.  I suspect you may be dealing with a credit agency.  Ok I just confirmed my suspicion by a quick google search of allied interstate...http://www.associatedcontent.com/article/90150/consumer_beware_allied_interstate_collection.html
I recommend you do some research on the company you are dealing with and them send them a letter via certified mail saying you are more than willing to settle this matter and to please supply details about the date of the injury and what the the costs were for.  I doubt if they will reply and they may even try to put a ding on your credit.  But at least you will have a copy of the letter you sent them and proof that they recieved it.  I would call Zurich and explain the situation to them and see if you could deal directly with them and see if they can call off these idiots. Reporting the accident to the DMV sounds more like a threat - I very much doubt they could do that.
I sure hope you have insurance now.  The next time you may be dealing with a $300,000 bill instead of a $340 bill.
