Auto Insurance Claims: payment amounts on damages, hail damage, kelly blue book

My car was hit by a dump truck who claims liability. My car had prior hail damage which was reported to my insurance company. The money was not used for the hail damage because every place I went to was going to cost more than I was given. I don't get a price from kelly blue book on the value of my car because of the condition of it is considered poor. I do know there is over $2500 in hail damage and this accident is about $1700 in damages. I do know a car in fair condition is worth $4,000. So would my car most likley be totaled.
If my car is not do they have to write me out a check for the amount damages are worth including labor. If so how long does it take for them to pay me for the damages.

Based on my past experiences with such situations, the adverse insurance company will, to the best of their ability, determine the amount of hail damage that had already been done to the area that the dump druck damaged,
subtract that amount of damage from the $1,700, and write you a check for the difference.
