Auto Insurance Claims: accident and fake witness, cross walk, emt

I was involved in a car accident.  I was headed West through an intersection.  My light was green and there was a red 6 on the cross walk sign facing me.  Another driver came through the intersection heading North and took the front end right off my car.
The other driver said she didn't know what color her light was.  There was a "witness" that said he was headed Southbound and was going to turn east and that I ran a red light, not the other person.
The policeman refused to speak to me.  When I received the report  three weeks later (when it was finally ready), it was all wrong.  He wrote that I was headed East, put me down as headed east on his diagram, even though I was headed west and the witness said I was headed west as well.  He wrote down the other driver was headed north, but in his diagram has her headed south...my birthdate is wrong, my restrictions are wrong, etc and so forth.
I called my insurance company the day the report was ready and was informed that they had already paid both my claim and the other drivers.  I asked why they would do that since I knew I didn't run a red light.
I was told that they didn't have the police report, but they had a witness, "Jennifer" who told them what happened and that I ran the red light.  I told them there was only one "witness" a man named Joel.  They said that they knew nothing about that and went off her assessment.
She wasn't there.  I even called the EMT's office and the EMT's on duty said that only one other car stopped, Joel.
How can I find out exactly what they based their decision on?  
Also, how can I find out where this Jennifer came from?
Is there any way I can get copies of their photos and interviews and other evidence because I am fighting the ticket in court without an attorney?

As your insurance company, I would expect them to cooperate with you request for information pertaining to their investigation, for customer service reasons.  However, they are not obligated to do so and can protect that information as legally priviledged work product.  If they refuse, you could probably obtain it with a subpoena, but you might need an attorney for that.  I would start by appealing to them on a customer service basis.  Ask for the manager if the claim rep refuses.  If this does not work, you can ask the state insurance department to intervene by alleging they did not investigte properly.  Also, call the court clerk and ask if you have the ability to subpoena information related to a traffic trial.  Rules on this tend to vary by jurisdiction.

I have seen cases with manufactured witnesses and we were able to prove the witness was lying.  But this is rare and not easy to prove.  If there are 2 witnesses against you, it could be an uphill battle.
