Questionhired a luton van today and while at the tip(recycling centre)had a slight scrape with a car,do we have to lose our deposit as axcess or is this on private property?

That aside, I'll try to answer.
If you rented a vehicle and it was damaged while in your care, then you responsible for the cost of repairing that damage, regardless of the circumstances or location of the accident.
If someone else damaged the vehicle, then you are still responsible up front, but will then have the right to collect the money from whoever caused the damage.
