I have signed an settlement with an insurance company in a product liability problem.  They have never sent the check... how long should I wait and are there laws about these payouts  ??

You ave more trust than me. I wouldn't have signed anything without a check in hand. The release is usually with the check.
You better contact them and ask them where the money is? Once signed, you have no leverage. No protection that you will be compensated. This is why you don't do this without a lawyer or a non-lawyer like me that serves as a consultant. This may be a real problem for you.
