Auto Air Conditioning & Heater Repair: ac vent, chevy silverado, motor brushes

I have a 99 chevy silverado and the ac blows cold but not very hard.  It used to blow really hard but it seems as if there is a flapper in the duct work that is stuck.  If that is true, where is it, If not, what is it

A couple questions for you now. Does your fan blow hard at first and then the velocity diminishes the longer it runs (5-10 minutes or so)?
If so that would lead me to believe that your evaporator is freezing up due to a restriction in your refrigerant line somewhere... probably the metering device.
Question 2. When the fan is blowing, if you set it on one location such as vent, do you feel it blowing out elsewhere also? If so, that leads me to believe that you are correct in saying one of your directional doors is not opening/closing as it should. This could be caused by a weak actuator on the door itself, a weak vaccuum being pulled on the door actuator caused by a pinhole leak somewhere in the vaccuum system, or a foreign obstruction in the ducting itself that is blocking the door from opening/closing at it should.
If you do not feel air blowing elsewhere, then have you noticed a difference in the sound of the blower motor? Is it not as "loud" as it used to be? Louder? Does it take longer to get up to speed than it used to? If so that tells me that the fault lies either in your blower motor itself, the motor brushes may be weakening and you need to replace the motor, or there is an interference in your wiring somewhere.
I hope you understand that it is really difficult to diagnose for certain without the truck here in front of me, but these are some of the things that I would be looking for/at if it was.
