Auto Air Conditioning & Heater Repair: AC blower not blowing, chevy astrovan, jumper wire

1992 Chevy Astrovan V6. When I turn the AC or Heater on, he compressor kicks in and you can feel very little air drifting out of the vents. The blower is not kicking in. I have replaced the blower and the On/Off switch and checked the fuse, still have the same problem. What could be causing the blower not to kick in and blow the air?

Have you done any voltage checks before replacing these parts? Here is the rundown on the voltage checks to make. You will need a voltmeter to do these.
The first check of course would be the fuse.. you checked this and said it is good. Did you see if you had voltage across it? You should read 12 volts on both sides of the fuse. If you have voltage there... Your next check will be at the funstion control switch. Ensure you have 12volts coming into it. If you have voltage in, and you say that you have already replaced it with a new one... Turn your fan speed selector switch to high, and your ignition switch in the run position. Your next check will be the high speed blower relay. You should have 12v coming into and out of the coil portion of the relay, as well as across the contacts. You can use a jumper wire to jump the relay connector to see if it turns on your fan. If you read 12volts and jump these contacts and your fan comes on... replace your relay. Chances are either the contacts have burnt and no longer make connection when they "flip" or the coil of the relay itself has burnt. If you jump the contact connections and your fan still does not come on... check the input wire to your fan for 12 volts. If you are not reading 12 volts at the fan high speend input, then you have a break in the wire between the relay and the fan. If you read 12 volts at the high input then the only check left is your ground wire on the fan. Make certain that it has a good connection and is tight.
