Auto Air Conditioning & Heater Repair: buick regal, dual climate, buick regal

i bought a 98 buick regal and the a/c has a dual climate control. the passenger side seems to be stuck on hot.  the temp on the dash is set to cold but only hot air comes out. i checked the freon level and it showed 35 psi with the a/c on high.  i did notice that when i took the cap off of the high side fitting that air seemed to be coming out. if i put my finger over it, there was air leaking out. i hope this is enough info for the problem.

First, if you feel something coming out of yur high side fitting, that is bad, you definately have a leak. I would replace that fitting, or if possible just the valve core.
To answer your question further I will need more information.
35psig? Was this reading taken from the high side or the low side? If on the low side, that could be roughly normal, on the high side, it is definately low on refrigerant. If possible send me your high and low side readings as well as the ambient temperature. These should be taken with the engine running about 1500 RPM and the A/C on.
Was your clutch engaged? On some vehicles they have a dust cover over the pulley that makes it look as though it is engaged when it really isnt. When you turn the A/C on you should hear an easily recognizable "snap' from your compressor.
You siad the passenger side was stuck on hot, does the driver side blow nice and cold? If so there is a problem in your blend panel under the dash that opens and closes. Either an actuator/motor has gone bad, or it is not getting the correct signals from the head unit or vacuum control manifold.
