Auto Air Conditioning & Heater Repair: coolant not circulating., buick lasaber, fuel mileage


Question
my buick lasaber temperture fluctuates form about 160 to 220 degrees.  the coolant dosen't seem to be circulating as the radiator dosen't get hot. i replaced the thermostate.  my waterpump is fairley new.  the airconditioner works but i get cold air from the heater.  i think my problem may be the heater core but have no idea how to do it.
could you please advise me.    thank you. p.s. my buick is a 1993 lasaber 3800.

Today's computerized vehicles are designed to run at an engine temp of 220 degrees.

NEVER EVER replace the thermostat with a HIGHER or LOWER heat range or you will cause a loss in fuel mileage as well as a loss of engine performance.

Are BOTH heater hoses HOT to the touch when the engine is at normal operating temp ?.

Are you getting the correct air flow from the appropriate air vents when you put the A/C-Heater controls on the different settings ?.

What is the past and current repair history of the vehicle.
