I have recently bought 2 cars, both were owned by slobs. What is an inexpensive method, and type of tools would best to clean up these cars?  Would it also be benneficial to remove the seats in order to get more access? Please help I can't take it much longer!

This question is to hard to answer with this format. However I will try my best.

My first thing would be to take it to a professional detailer.

Remove as much as possible, seats both back and front, all the garbage and debris. Be aware that newer model cars have sensors in the front seats for the airbags. If the cars airbag light is on after seat removal it may have to be taken to the dealer for reset.

Start be giving everything a good vacuuming. This will give you a good idea of how stained the carpet and seats maybe. Start with a bucket of warm water. Place a toothbrush and handi-wipe in the water. Buy an all purpose cleaner i.e. Fantastic and start slowly scrubbing the hard surfaces with a brush or towel. The mister clean magic sponges do well.

Leather/vinyl seats are easier to clean then cloth. Velour is easier to clean then cloth.
The velour can be scrubbed with the all purpose cleaner and a brush. All purpose cleaner and a towel for the leather/vinyl. Always check for colorfast on the materials. Realize that these instruction are very general and without knowing or seeing the specific problems, it makes this very difficult.
