Auto body repair & detailing: Halo in clearcoat on Tundra, clear coat halo, repaint

I have a 2006 Toyota Tundra, White.  I have noticed over the last year 'halo' marks in the paint.  It appears the clearcoat finish is very thin or missing in these areas.  It has appeared now on the hood, door panel, rear side panel, and tailgate.  I was told it may be where the repaired the paint in the factory.  

The Factory rep has agreed to repaint the panels at the local dealer under warranty.  I went for a second opinion at a local repair shop.   They said they would not repaint the panels.  They would just buff them.  He did not want to change the factory finish.  We have buffed the areas, and the 'halos' return after about 45 days.

The 'halos' are most noticeable in the proper light.  I, of coarse, can always see them because I know where the are.

My questions:  Would you repaint the panels?  Is there a long term issue if they are not repainted?  Is there another product/process that can be used other then repainting the panels?  Any other information would be greatly appreciated.

By what you are describing to me it sounds like the clear coat is failing. I would definitely take up the factory rep's offer and let them repaint it. If you opt out and let the body shop buff it you are going down a road of no return. In other words the factory rep's offer will no longer stand for one, secondly I agree somewhat with the body shop in that the finish can be brought back with buffing but the actual problem is most likely that the clear coat is too thin as it is now and if it's buffed the problem will come back after a few months in the sun and would eventually need repainting anyways.

Do yourself a favor and schedule the appointment to have it refinished now while it's someone else's dime.
