Auto body repair & detailing: mud flaps, nuts and bolts, kia rio

Hi,
I own a 2001 Kia Rio and my question is

The mud flaps on both sides in the front are coming loose, practically off. After inspection I noticed they used little clips inserted in the frame and then screwed up through the bottom of the flaps into them  securing the flaps. My problem is that the clips are loose because of rust surrounding the clips and i was wondering if there is anyway to fix this without welding a piece of metal to the bottom.

PAUL....YOU MAY WANT TO TRY TO USE NUTS AND BOLTS WITH AN OVERSIZE WASHER TO GET TO GOOD METAL IF POSSIBLE.

ANOTHER THOUGHT....YOU MAY WANT TO PUT A SMALL PIECE OF FIBERGLASS BEHIND THE RUSTED AREA AND AFTER IT HARDENS DRILL HOLE AND INSERT SCREWS OR NUTS AND BOLTS.
