Auto body repair & detailing: Question on Light Surface Rust, aerosol epoxy primer light rust repair

Hello,
I have a 1970 Dodge that I've been storing in my garage for the past 8 or 9 years.  The car has never had water on or near it in that time, though the other day when I looked under the factory trunk mat, I noticed about a dozen spots of light surface rust just starting to form on the trunk floor.

I live in California, where the temperature in moderate, but I guess somehow it still developed this rust....  I will not leave the trunk mat in the car from now on.

I am wondering if there is a way for me to clean up these small rust patches myself, without having to take the car into a body shop.   Can I use a wire wheel on my portable drill to do this? I've also seen a 3M rust scraper at the auto store (again for the drill) - though I'm not sure if this will be overkill.

Once I remove these patches, can I just use some touch up paint over the bare metal?

Thanks much for any advice on this.  I'm new to this stuff.

Hi Dave,

Yes you can use a wire wheel brush on your drill to repair those rust areas. However, if it's pretty light I might would use a scotch-brite pad instead. To touch up I would use some type of bare metal primer first. I would recommend Epoxy primer. This website offers Epoxy Primer in an aerosol can. http://www.repaintsupply.com/pd_re_epoxy_aerosol.cfm I have used it and it worked good for me. The absolute best would be to use a 2 component mix epoxy primer. but then you have the hassle of mixing it up and you'll have to have a spraygun to spray it. After using the bare metal primer you can touch it up with the blue color that I assume you already have. I hope this helps you out.
