Auto body repair & detailing: 2002 Toyota Sienna LE, side tire, automotive wiring

I recently had my front driver side tire explode on me because of the tread.  When the tire popped, it knocked out the turning light and the wires to what I believed was the electrical system.  The car still works but the wires hit the tire and cause the horn to go off.  What do I need to fix this problem?

It sounds to me like you need a new harness.  There are thick harnesses up under your fender, that could be a mess. Take better care of your tires and your car, these kind of repairs need to be done right and will be expensive.
Take it to a mechanic that is good with automotive wiring to have it checked out.
Worse comes to worse, take the fender off to see for yourself the damage. If you try to repair it yourself, do not use crimp connectors, solder and shrink wrap the repair.
