Auto body repair & detailing: 2000 Lexus Headlight, headlight assemblies, core support

Question
I purchased new headlight assemblies since the originals are all scratched & yellowed. It looks like I need to remove the front fenders to replace these is this correct? If so, that is ridiculous.

Lexus is built by Toyota and so far as I know, these guys are smarter than that. Remove the side light and anything that might be in the way at the back, to the core support. Some times we have to pull the front bumper but I have yet to see that on a Toyota or Lexus, although, I could be wrong.
The side light should have one screw on top and it should pop out. The rest is simple.
