Auto body repair & detailing: Front bumper on 2004 Honda Accord, cement block, honda dealership

I just purchased a (pre-owned) 2004 Honda Accord LX, 4-door this weekend from a Honda dealership. When a friend took a look at it, he noticed bumper damage I did not when I purchased the car. It appears that the previous owner ran over  a curb/cement block with the front bumper. The bumper is pulling slightly away from the body on both sides and on the under side of the bumper, you can see that the bumper was gouged--a puncture/gash about 3 inches diameter. Can a bumper like this be repaired, or does it have to be replaced? Which do you recommend?

Take it to a body shop for a damage assessment. I can't see the damage to determine if it should be repaired or replaced. Sometimes an aftermarket replacement bumper can be purchased very reasonably, and it's cheaper to replace than to fix the existing bumper. Bill
