Auto body repair & detailing: Door rust, surface rust, rear doors

Hi, I just purchased a 1997 Accord for my son.  Good shape, but there is the beginning of surface rust along the bottom of both rear doors.  When you open them, it looks like the rust has created a line of separation about 1/2 inch above the bottom of each door (right along the panel seam).  I'm willing to take this to a professional, but I've been told that "rust will always come back".  Is this true?

Ed this is true rust will always come back if you fill over it. but it will not if you cut it out and replace the rust areas you may be better off to have door skins put on they cost around $100 just make sure where ever you take it that they cut the rust out and don't fill over them.
