Auto body repair & detailing: 1993 Lumina door handle, chevy lumina, intents and purposes

I have a 1993 4 door Chevy Lumina, which for all intents and purposes is falling apart but still running (mostly).  The locks are rusted on it, so I cannot lock it, but the major problem that occured this evening is that the door handle stopped working on the drivers side door, the door I keep unlocked to get in my vehicle.  I've had the car for 3 years and the handle has always been difficult to lift, I think the wire running from the handle to locks, or however it works, was stretched and finally broke maybe.  How much do you think it would cost to get this repaired?  I have no knowledge of how to rip off the door panel or I would do it myself.  Also, is it something a locksmith type of business could do-because if I invest in getting that fixed, I may as well have the locksmith do my drivers side lock while the panel is off.  I appreciate any advice you can give me.  I know a new handle, parts to fix that are about $20 range, but I worry about how labor intensive that would be.  Thank you!

Labor to put on the handle should be about a hour of repair time so it would cost about $50 to replace the handle not inc. the part. I don't know if a lock smith would tackle this repair or not although it is a easy fix.
