Auto body repair & detailing: Chevy Lumina Frame, chevy lumina, ohio state highway patrol

Question
I was rear-ended in my 92' Chevy Lumina Euro a couple months ago. The insurance company totaled the car out because the rear passenger frame rail was bent down. I don't know if my idea will work because to get a NON-SAlvage title back the car has to be inspected by the Ohio State Highway Patrol. The frame rail isn't as bad as they made it out to be. If I cut where the bend starts and fabricate a bracket similar to what the frame looked like in that area and welded it on, do you think it might pass? I took some measurements and drew a diagram of the bracket i plan on fabricating at work. I have a pic scanned in what it's going to look like if you need to see it let me know. Any ideas you have would be great.

Thanks,

Answer
  hi steve,
it is hard to give you any advice with out seeing the damage ,but if the new piece is fairly heavey metal and is welded in place i don't see why it won't pass the inspection. this is really about all i can tell you over the computer. thanks for writing.
