when you roll down the window (master or passenger panel switch)if you try to roll it back up the switch makes it go down further and then it wont roll back up.

Let me give you a brief explanation of how the master window switch works when it functions normally.  

First, the car's electrical systems brings a source of electrical power into the switch.

When you depress or raise one of the switch buttons it transfers the incoming power to a single wire that leads to the "up" side or the "down" side of the appropriate window motor and thereby raises or lowers the corresponding window.

From your description, it is possible that there might be a short circuit in the master switch which is transferring power to the "down" wire to your passenger window regardless of which way you press the switch.

I suggest that you find a mechanic who regularly works on Lexus automobiles and has the necessary electrical trouble shooting experience to solve this problem.  It probably won't be cheap, since the replacement switch will be expensive and it may require at least an hour or two to isolate the actual cause of your problem.

I am sorry I can't give you a more definite answer.  There are just too many possibilities that can't be determined without a hands on investigation.
