I don't see very many switch or wiring problems on this vintage of Tahoe so I can't express a strong opinion either way.
Do you have the ability / tools necessary to check to see if you are getting power on the various switch wires? If you do, I can give you an outline of what to check.

Follow the steps outlined below and you should be able to determine the source of your problem.
1. Loosen the switch mounting plate on the driver door by prying up along the front/side edges.
2. With the ignition on, test for power coming out of the tan (passenger window down) wire and the light blue (passenger window up) wire. If the switch is normal you should get 12V on each wire as you operate the switch button. Be sure to test for an internal short in the switch by checking to make sure that pressing "down" doesn't feed power to "up" and vice versa.
If you get 12V power out on the tan wire, but do not get 12V power on the light blue wire, then the master switch is the most likely source of the problem.
If the switch is normal, proceed to the next two steps.
3. Loosen the switch plate on the passenger door.
4. Test for power coming into the passenger switch on the tan and light blue wires. Based on what you have told me so far, I would say that you will find power on the tan wire, but nothing on the light blue. If this is the case then you have a wiring issue. The most common problem is a broken light blue wire in the rubber wiring "boot" between the driver door and the truck body.
