2000 Cadillac Escalade

After installing New Wheel Cylinders I noticed [on the Left side only] slight seeping inside both rubber boots.
I cleaned twice inside the boots while doing the brake job.

3 weeks later I reinspected. Altho not leaking past the boots,there's enough brake fluid to make the inside of both fully wet & 1 [or 2] drops of liquid at the bottom.

Does this leakage require replacement or is it acceptable?

    With new wheel cylinders it can take a little while for the rubber to absorb the small amount of fluid that it is supposed to, thereby swelling the seals against the walls of the cylinders.  Still, I would check them once a month for the next few months, just to make sure the seepage stops.  You did put on new shoes at the same time, right?  If you bought these items at a discount house like Pep Boys, then, even if they have an American manufacturer's name on them, they are probably really sourced overseas somewhere.  Of course, the original ones GM fitted to the truck were probably made somewhere else as well.  If they continue to seep, in spite of having replaced the shoes and reset the adjuster, then I would take them back and try to get some that were made in the U.S.A.  NAPA is a good source for high-quality brake parts, and many independent parts store will carry good stuff as well (but you have to check on the box, just the name is no guarantee these days).
