Hi  
I have been having a problem with a neighbor and know he has been egging my car, but can’t prove it.
He also tried to break into my locked gas tank and broke the lock.
Is there any wireless surveillance camera that I can put in my vehicle that will take 360 degree pictures?

You need to set up survalience to watch the car's exterior.

Trying to get a camera system to do what you are proposing is VERY expensive.
Better to have a live webcam with night vision
to cover the enire square footage of the vehicle/s location.
