Car Alarms: 89 Honda civic wont start, step dad, honda civic

my 89 honda civic wont turn over it sounds like it wants but just doesnt turn. When I was driving it one day it turned off then back on. when I got home the next day I tried to start it and it wouldnt turn over. I tried getting it a jump start and even switch out the battery, when I did that the car alarm went off and the car still wouldnt start. My step dad said it may have something to do with the kill switch how do I fix my problem.
