Car Alarms: alarm system on 95 Volvo 850, volvo wagon, volvo 850

Question
I just purchased a 1995 Volvo wagon and as he was handing me the keys, the fellow said "sometimes the alarm goes off and it doesn't start, you just have to wait."
I started it up and drove away.
After I parked it at home, the alarm goes off every time I try and start it. Disabling the vehicle.

Oh, and the key fob doesn't work. I just have a key.
