Car Alarms: how to disable or take off an Avital 473l system, attempted theft, avital

The avital 473L alarm system on my 91 Caprice won't allow the car to start. When I try to start the car, it won't turn over, then the alarm starts to chirp, then it stutters then just continues to go off. When I turn the ignition to off, the alarm pulses thru the speakers & the interior lights flicker very lightly. The wires under my dash are a jumbled mess and I do not see a switch or toggle to reset it. I've tried disconnecting the battery but that doesn't work either.  Please help!
