Car Alarms: battery died and cant turn off alarm, code alarm, negative terminal

Hello

I have a 1995 honda civic with a Code Alarm IR-S (SAE PP-T20) installed.  The car sat and battery died, I recharged battery and now can't shut off alarm with remote, I tried removing negative terminal for a couple of minutes and replacing but alarm still will not stop.  How do I get remote to work again?
