Car Alarms: wont start, car alarm system, programmers guide

I have a Marksman M9A car alarm system that came with the car when I bought it. I believe it is keeping my car from starting as everything else seems to work. What can I do to make sure it is not the alarm system? Thank you for your help. Also, is there a website where I can find installation instructions and a programmers guide?
