Car Alarms: 99 volkswagon beetle faulty alarm, random times, security alarm

my daughter has a 99 beetle, about a month ago the security alarm started coming on at random times even in the middle of the night she is in college and lives in an apartment complex and her neighbors are getting restless. pretty sure it is factory, the alarm horn is under hood almost under windshield very hard to get to... i cut wires to alarm horn but car wouldn't start..please help
