Car Alarms: Honda Civic 1999 Car Alarm, honda civic 1999, sound thanks

Hello,
I bought a used Honda Civic 1999 coupe. The previous owner said that he disabled the alarm because it was really sensitive because he was living in an area where there was a lot of traffic and it would go off all the time. He said he isn't sure how he disabled it but is there anyway I can enable it back on with the button on the keychain ?
I am just not sure what he did to it ..the light is blinking in the car but when you open the door the alarm does not sound.

It may have lost it's siren, and or is in a tamper mode that
has deleted the siren after a period of time.
Either way, it will eventually kill the battery.

Either way, take this to a local technician/installer
to identify what you have, then remove it or, replace
it with one you understand and that you can control.
Don't want to get stuck somewhere, right?
