Car Alarms: Security Light on alarm, resident technicians, door locks

1986 Eldorado, Alarm won't "arm" Dash panel light will keep blinking if steps aren't taken to arm (using auto door locks) If steps are followed light stays on constant and won't turn off! Causing battery to die if not started and driven within 24 hours. Can system be completely turned off?
