Car Alarms: Ultrastart, program button, door locks

I have an Ultrastart 2way alarm that was the top of the line about 2.5 years ago. It arms & disarms the alarm & door locks with the secondary remote but the lcd remote does not control the alarm at all. When I try to start the vehicle with the secondary remote, the lights flash 7 times. I've already reset the factory defaults by powering on/ off leaving on the third time, press program button once for one chirp, then again for additional chirps thereafter. And then the tach relearn steps & after the leds go out, turn off the car. And when I press #3 to start the vehicle, I get the 7 flashes all over again. I've even tried reprogramming the remotes, but only the second remot responds. Please help me, I paid upwards of $500 for this system & only got about six months of use out of it because the place that installed it went out of business. By the way, during the cold winter months a couple of mornings when it was below freezing or so, I tried the remote start & it worked but later in the day it would not.
