Car Alarms: Remote not working 2005 dodge durango, programming directions, transmitter programming

I have 2 remotes one day one stopped working I change the battery in the remote and it still did not work. I have my owners manual and it tells me how to program keyfob but just the first step to reprogram did not work. So I put it away and used my other remote well 8 months later this remote stopped I put a new battery in the remote and it did not work, tried to follow the programming directions in the owners manual it did not work. I took the battery out and tested it with my volt meter and it is "alive". so was the old battery.  Now I called the dealer and they want me to buy a one from them for 170.....I dont understand why both remoted stopped working...please help
