Car Alarms: disengage car alarm, dashboard lights, dodge caravan

Question
We have a 1999 dodge caravan sport and we had to replace the fuse for the alarm (which has never worked since we've had the car...3 years) making the car not start on the first few tries. once I replaced the fuse the car starts, but the dashboard lights continue to flicker and the hazard lights were going off. I took the fuse out and the hazards went off, but the dash lights are still blinking. Is it possible to just diengage the alarm system? It is a factory alarm and the Dodge dealer wants $90 just for a diagnostic. Is this something we can do ourselves or are we going to have to give up the $90? Thanks!!

Answer
Sounds like an aftermarket issue.
But to be certain, I need to determine
whether it's a factory alarm issue or,
if it's an aftermarket system you are
dealing with.

Is it: Headlights flashing, car horn honking
and a worded SECURITY" light in the dash flashing?
Or,
Is it: flashing parking lights,
an LED in the dash area, and a siren
"going off"?

Let me know more on this to better
advise you on a course of action.
