Car Alarms: Clifford Intellivoice Alarm - Truning off when reconnecting the battery, honda integra, installation forum

Question
I am working on a 98 Honda Integra with a Clifford IntelliVoice alarm.  When reconnecting the battery you are required to put the key in the ignition and turn to the "ON" position and then reconnect the battery, which will cause the system to re-arm SILENTLY.  It is not working.  What, if anything, has been done wrong.
