Answer
If you do not have someone that is familiar with how to bypass the VATS permanently, get a digital multimeter, set it to read resistance (ohms).  Put one lead on one side of the pellet in your key, put the other lead on the opposite side taking care to not touch the leads with your hands or any other objects as this could throw off the reading.  Once you have this resistance value, take down the panel under the steering column.  Look up to the key cylinder, in most of these GM vehicles there will be 2 small white wires in an orange jacket.  These wires run to the key cylinder where there are contacts that touch each side of the pellet in your key and they are known to go bad.  Once you find the wires, cut them and insert a resistor of the same value that you read across them.  Make sure you are on the vehicle side of the wires you cut not the side running up to the key cylinder.  Tape the wires running to the key cylinder out of the way.  Use solder to connect your resistor in place on the vehicle side of those wires.  Before you cut in, make absolutely sure you are not cutting the airbag wires as they can look similar but are normally tagged with an indicator that says they are the SRS wires.

This is the least expensive way but keep in mind it also permanently defeats the VATS system so your vehicle will be more susceptible to theft.
