-----Question-----
I have a 2007 Scion TC with the Omega AL-100c (Factory add on for existing Keyless entry). and i was wondering how do i make the headlights come on with the parking lights when i disarm it. Because as of right now the parking lights come on for like 30sec when disarmed, and i want my headlights to also be on when i disarm my alarm. Thank you

There are a couple of options.  You could wire a relay from the parking light output of the alarm to the headlights, but this would make the headlights turn on every time the parking lights are on which in turn would also make them blink when arming and disarming.

Pin 85: Constant fused +12V
Pin 86: Negative Parking Light output from alarm
Pin 30: Ground
Pin 87: Purple wire at headlight switch, negative when lights are on

What I would recommend doing is picking up a Pulse timer, DEI's part number is 528T.  This part would allow you to use the armed output wire from the alarm to trigger the pulse timer and headlights and prevent them from coming on when locking and unlocking.

Answer
Yes, with that diagram the headlights will come on every time you turn on the parking lights.

If you want it so the headlights come on every time the alarm activates the parking lights, you could use 2 diodes to accomplish this.  Using the diagram mentioned earlier:

Remove the alarm wire that is currently activating the parking lights and put it only to pin 86 of the relay.  Insert 2 diodes with the stripes facing the relay to 2 wires off pin 87, with one each going to the parking light wire and the headlight wire of the vehicle's switch.  This will prevent feedback from the switch to each other and allow the headlights to come on when the alarm activates the parking lights.

I still recommend picking up a pulse timer as this is the only way I can think of that would allow the headlights to only come on when disarming the system.
