how do you reset the alarm for the 1996 toyota 4runner

DEI does not list the 1996 4Runner as having a factory alarm system.  This would lead me to believe that you have an after market system installed, if it says Toyota on the transmitter it is probably a dealer installed alarm.  

If you are looking to disarm the alarm and do not have a transmitter than you would turn the ignition to the on position and flip the small toggle switch.  This should put the system in Valet mode and stop the security system from going off.  I would recommend looking into what is actually causing the system to go off, check the door pins, hood pin, etc to see if they are corroded, lose, getting wet, etc.  If there is an impact sensor, try turning the sensitivity down.
