can i and if i can how do i program my valet 2 button car starter to operate my apache 1 button car alarm

The answer depends on a large number of factors.  Typically though the remote start would be operated by the security system's remote, not the other way around.  By using an axillary output to activate the remote start.

If the Apache offers some type of input that will disarm itself, then you would only need to use the factory alarm disarm wire from the Valet piece to the input for the Apache that disarms.  

If you are asking if you can program a Valet remote to an Apache alarm, then the answer is no, each manufacturer uses their own proprietary information sent via the radio signal to the alarm/starter.
