Car Alarms: EZ-2200 programing transmitter, remote starters, transmitter programming

I bought 3 Commando EZ-2200 remote starters for my 3 vehicles.  I installed 2 of them a couple of years ago and am finally getting around to installing the 3rd unit.  I can't see to get the unit to respond to the transmitters that came with the module.  I tried to re-program the transmitters, but I can't seem to get into the transmitter programming mode correctly.  The instructions read as follows:"Press and hold the program switch down for 5 seconds (the parking lights will flash 3 times).  Press #1 once on each of the transmitters (up to 3 different codes can be learned)."  That is it!  It doesn't say anything about turning the ignition switch to on, or nothing else!  The instructions must be missing a step or two.  I tried the same procedure on the other two vehicles that have been installed for two years and can't seem to program other transmitters on those units either.  The procedure in the manual must be missing something.  Can you help?
