could u briefly describe what is ment by base setup, i have herd the term bein used a couple of times and i just dont know wht ais ment by it.

A base setup is a starting point.  The race team will have information form previous races of what helped the car in the corners, things that worked, and some that made it worse.

A base setup is where they start during practice and qualifying. They then make adjustments to the suspension to make the car better. All this time, they take notes, and record driver input, lap times, track temperature, tire temperatures and a myriad of other things.  From these notes, they will arrive at a set of adjustments to make for the race- - another base set up to start from. It's an ongoing process. Then during the race, they'll analyze what the driver says, what the lap charts say, and again, a lot of other inforomation. Continuously making notes for the next race at that track.

Every base set up for every track is different. Very different at Daaytona than it would be at Richmond, or Talladega.
