Answer
Gavin-

Before I get too into this, I want to make it perfectly clear that I do not in any way recommend setting up an exhaust this way.  It's not only dangerous for anyone near your car, but you also run the risk of damaging your car as well.  That being said, the modification is really pretty simple if you're willing to run the car in non-optimal conditions.  You'll have to make it run a little rich first.  The extra fuel is what creates the flame.  In the old days this was done by just adjusting the carburetor, but these days you'll have to tune the fuel injection which isn't nearly as easy.  After that you'll have to drill and tap an exhaust pipe to accept a spark plug.  Once the plug is in place, wire a switch to a 12 volt source and run it to the spark plug.  That's pretty much it.  When you hit the switch it should ignite the extra fuel in the exhaust.  It can only be done in very short bursts because you run the risk of causing your exhaust or motor serious damage for any number of reasons.  So yeah...I wouldn't ever do it, but if you do, attempt it at your own risk.
